I'm unsure why it was thought that it would be Cyprus' responsibility. Best thing the base can do after processing them is, if they are deemed genuine asylum seekers set up a camp, or more likely pay for Cyprus to do it for them; or if deemed economic migrants, to return them to whence they came. And they should renegotiate that MoU since one can not have a gateway to the UK merely by opting to reach a UK military base. The island is still not the UK.
If they landed on Cyprus territory, they would have been Cyprus' responsibility and the 2003 agreement would have covered that.
But they landed on British Territory, so they are our responsibity. Seems pretty clear.
