I don't think it is connected to our justice system - 'soft' or not.
It would be pretty simple to conclude that an element of mental illness is involved here - stabbing your own children is not the action of a rational mother.
So until this woman can be properly assessed and is deemed fit to appear in court, there is no point in organising an appearance in which she is unaware of what is happening around her.
Time will unfold the background to this dreadful tragedy, but I am reasonably sure that you will find mental illness at the root of it.

I don't think anyone can understand - with the exception perhaps of psychologists with vast experience of dealing with these situations.
