If these French/Belgian "Nationals" were already known to Surete or Deuxime Bureau for terrorist activities and were on the radar it would be far easier to slip off the radar and mingle with several hundred refugees storming through borders unchecked.Their was an international arrest warrant for one. Should he have tried to slip off he would of had more chance of being tracked if he didn't have several hundred surrounding him as he travelled when and where he wanted.

At least one of those terrorists killed had had his fingerprints taken in The Greek Islands in October so unless he was on his holidays there may be an element of truth there.
