H&S is there to protect us and it does save many people from being hurt or killed. I does, sometime, seem that the leaflets and signs that we see in daily life are treating us like idiots.

We had to put up a warning sign in our kitchen at work to say that the hot water was hot.

That's not really H&S wolf, it's protection against the Blame-And-Claim lawyers.

So often H&S unfairly gets the blame for such cases (e.g. banned pancake races).

It's the excesses that are mocked. The inability to find a suitable balance between increased safety and allowing folk to live in a reasonable fashion.
