Because he thinks we're all stupid?
He must do svejk - 'You can fool all of the people some of the time'... etc..
Its no wonder these Eastern European politicians want us to stay in and keep paying the benefits at our level as they stand to lose an awful lot of money that gets sent back every month.

Dave.
It's all smoke and mirrors.

He'll come back claiming a great victory even though he aimed very low and didnt even get that.

Dave is the same as them; a charlatan.
Dave should really push for what he wants. In the end those corrupt deceitful politicians in the eussr are probably crapping themselves in the event that the UK decides to leave and there will be no more troughs into which they can poke their snouts. The whole edifice would crumble as other nations at last realised what a farce the EU is and how vast sums of money paid into the EU are unaccounted for. Accounts not audited and passed for years.
Cameron's much heralded "deal" is only with European Council President Donald Tusk anyway.

None of the member states has ratified it, and it doesn't look as though they will.

So, bring on the referendum.
Dave is doing a Wilson (remember him?)

We were conned once; we won't be conned again.
