To know if candidate number 3 (or indeed any other) on the list will get a seat you have to know how many seats the party will be allocated. And you don't know that until after the result has been declared.
The Party List system is ideal for parties. It enables them to secure seats for the various wasterels, n'erdowells, scoundrels, and deadbeats among their number who would be unlikely to get a look in if they stood by name (as is witnessed by the Welsh result under discussion here). But it does nothing for the voters and is an affront to democracy.
