I'll need to read the Philando article but my impression, from the phone footage is that the police officer was really panicked by the realisation of what he'd just done or generally expressing their lack of control of the situation.
Mind you, if all my training had warned me about the danger of drivers reaching for their glove compartment, then I'd probably be in that officer's shoes.
If you want to merely advise a driver of a faulty tail light they need to fix, why the heck do you need to even see their licence? (mine never leaves the house. Other countries' laws, presumably, vary).
