I don't see why not. Experience in other ministerial roles need not prepare you any better for interacting with foreign countries. Have a mild level of that previously helps.

peeing off the Yanks isn't always a great idea. Monty peed off Eisenhower so much during the war that when he became president he refused to have anything to do with Britain's disgraceful Suez venture (and quite rightly).
