They said that it was a hang-up from the post war years when things were very scarce and the younger generation tended to do it because their parents and grandparents did. We still have some brilliant shelving units, originally sold a Kellerregale, cellar shelving, lining our garage.

When in France I learned to keep a few days supply in hand. (A week in Winter) so the idea isn't strange. If they weren't expecting problems the government would not have said this. I always have a few days in hand anyway.
Intelligence will have pinpointed a risk to water supplies etc.. Nothing has been said in UK - but I'll buy an extra half-dozen of water and keep ahead with the food.
