In the 50,s and 60,s, yes in the era of the Krays, i would happily walk through the back streets of the East End of London after dark, but clearly one must now be wary, even in the daylight.

I note that the one arrest that has been made is 15 years old. Not a kid and certainly old enough to know right from wrong.
I've mentioned before whilst at school and having a discussion with a Careers Advisor, that most males wanted to join the police or enter journalism.
I suspect that in the last 20 years that the number wishing to enter the police force has dropped considerably.
The group involved in this attack probably don't know the meaning of the word 'respect' so one can hardly expect them to show it.
As to your question 'what is this country coming to', well, the country that once still had the 'Great' in 'Britain' is just a distant memory.
Who are the role models of today? Too many parents who have no idea what their 'kids' are getting up to on the streets, teachers that have limits on discipline that they can mete out (another profession who are more and more abused). Too few serious punishments given by the courts leading to repeat offenders.
I feel so sorry for the many children of today who are so 'bored' with the lack of leisure opportunities and devices at their disposal that they have to resort to causing ASB, vandalism and assault to get their kicks.
If only some of them really knew what it was like growing up in the 20's/30's/40's.
They wouldn't last five minutes.

Quite so agchristie, quite so.
But "bored' with the lack of leisure opportunities and devices at their disposal"?????????
The children of the 20's/30's/40's, had almost zero leisure amenities, what ones they had they sought them out themselves.
The back streets the alleys the open fields the woods, all places of adventure.
To say nothing of the seasonal sports, whip and top and marbles at Easter, cricket, kite flying and trolleys in summer and football and sledging in winter, they were the days.
All these when ironically the standard piece of equipment for every lad was a very sharp sheath knife attached firmly on one's trousers belt, with never a thought of inflicting harm on another, only on a stout piece of wood.

Just as bad (and far more sinister) is this article in the same issue:
