I can see what he means, but I don't think it would be possible to cap the private sector. People such as Mike Ashley, Philip Green who earn £Billions while their employees are exploited, give capitalism a bad name.
You can't cap what people earn you can only set a minimum.

Set a cap and anyone earning or wanting to earn 1p more will relocate or dodge it some how. We really will be the poor sick man of Europe then.
