under the vivisection act 1877 ( as was - there is a complete shiny new act now - I cant keep up with current legislation ) vets were allowed to treat humans ( as animals )
but m-beeze ( doctors in this context ) were NOT allowed to treat anyone besides H Sapiens
einthoven ( who evry fule kno invented the ECG ) demonstrated it in London on a DOG ( yes a darg ) and caused an outcry - hence vivisection act
the dogs name was Buster

( I thought they would use retired doctors not on the register )
legislation is that any stab victim presenting to hospital then the police have to be informed
( same with terrorism and explosives -but NOT child abuse ( official doing child abuse in that hospital must be informed ) )
Now in the Argentine during their troubles ( sheila cassidy and all that ) it was a criminal offence to treat someone without a licence and also a crime to run a clandestine unlicensed clinic or hospital
( lots of terroristen who didnt go to the govt hospitals )
