Of course it was Trump's bill, and it failed, as I said earlier, because it was a hopelessly cobbled together fudge. Too drastic a revision for some republicans and not drastic enough for others. Trump is supposed to be the deal broker, but at the moment he just looks plain broke. And the rebel republicans will look at this and think: of we can stop this we can stop anything.
Trump couldn't go with the right of his party on this as he has to be seen to be standing up for the 'poor' who got him into office. The result was a total dogs breakfast.
