Clearly, if the EU law is stuck to then the total payout will be very large (on top of the rest of the unavoidable operational cost), the law is quite clear although the definition of "exceptional circumstances" is still being evolved/thrashed out. The law is otherwise quite clear but since its introduction some chipping away has taken place (including through the courts) and, the weight of big business may yet ease the airlines' obligations further. Along with other EU legislation such as same-as-home roaming charges for mobile phones, beyond the point of the UK's departure from the EU the future of this law in the UK is unknown.

Much like any future law from the EU is unknown. I'm sure we will mange to take and keep the good and boot out the detrimental quite well.
