True enough, Hans - but the whole point of disaster planning is that you have a plan - it seems sadly obvious that at local/regional/national level that wasn't the case.
Given the ongoing terrorist emergencies, I would have expected that (even if Kensington was overwhelmed) then either at London or National level there would be some contingencies in place for an event of this magnitude.
I am seriously concerned about my second point though - some individuals and some organisation(s) are eventually going to be held responsible for this tragedy - it is imperative that history isn't being tampered with before an inquiry is even set up.

you can be sure that anything that might prove the culpability of anyone in officialdom will already be long gone – much in the way that incriminating documents were disappeared after the killing of David Wilkie.

Hancock and Shankland convicted of murder later reduced to manslaughter
Kin Howells ( Dr - PhD) destroyed al the docs at NUM headquarters
but this doesnt have been thought in any way causative or contributory

For Funks Sake local counsils SHOULD have an emergency proceedure for many different scenarios. You have to give them a chance to actually do it before you can parachute a government team in. Which TM did when it became apparent the K&C council weren't coping.
