Why Ken Livingstone et al said Hitler was a Zionist? Perhaps they feel Jews should not conquer land (like Hitler) in Palestine. It is anti-Semitic to attack Jewish race, CULTURE, RELIGION, etc, rather than Israeli government policies.
Zionism is a movement originally establishment for the development and protection of a Jewish homeland as stated in the Torah/Old Testament.
Judaism believes Moses brought the Israeli tribes from bondage in Egypt to a 'land flowing with milk & honey', as they are God's (Jehovah's) chosen people with a right to live in the historical boundaries of Israel. Moses also gave the Jews Ten Commandments & various aspects of Jewish Law at Mount Sinai - hence founding the religion of Judaism.
Hence any statements about removing Jews from their homeland, who according to Moses (founder of Judaism) given to them by God as 'God's chosen people' are definitely anti-Sematic.

Many on the left in particular have issues with the creation of the state of Israel, much less so on the right. According to Ken Livingston, Hitler espouses Zionism in the 1930s. Hitler may have like a homeland for the Jews, so as to forcibly deport Jews over there.
Labour MP Naz Shah, likewise, on the other hand, had been reported to have said to support transporting Jews in Israel to America.
By the way, Ken Livingstone was appointed (in 2015) by Jeremy Corbyn to conduct Labour's defence review alongside the shadow defence secretary Maria Eagle.
