When women breast feed, they do so with one breast out, with a child covering it with their head. There's actually very little to see. In fact, if you think about it, a low cut top reveals about as much as a breastfeeding woman.
Statues od bare-breasted women are different because you can see the whole breast, with the nipples included. They are more explicit.
Therefore, your comparison would only make sense if breastfeeding women actually got both boobs out and stood around baring them for all to see, nipples included.
Breastfeeding women don't do that.
