There are different circumstances. British ex pats have no need to come back here and more than foreigners legally here in the UK must necessarily go back. They will have the permission and blessing of the country they have opted to live in, rather than be on a time limited entry or here purely because they used to need refuge. It's a different situation and a different agreement.
Economic migrants still expand the population, which we don't need, and if they have a job here then a native here is on welfare paid for by our taxes as a consequence; which is also not a good thing. Individual circumstances must be considered when inviting someone to stay permanently. Working hard, paying taxes, obeying the law, are minimum standards for stopping, not reasons to be here.
