There are two processes for nomination of someone for a UK honor.

The first and most common is for UK residents/citizens only.
The second is for people who do not live in the UK but have made a 'significant contribution' to the UK .
'Significant contribution ' is not defined but it has to be agreed by an appointed committee of UK citizens.
I also fail to see the point in this question unless it is intended to be racist .
