If it was considered necessary and thus brought in, and can be justified, even if retrospectivly it was decided experienced handlers wouldn't be forced to take the new test, then it should apply to all new potential handlers. This dumbing down tests to pass those unable to pass otherwise, is ridiculous. We hear of this sort of thing time & again. All hinges on the need for the test. Meanwhile, compensation for failure is also ridiculous.

In the days when CSEs were around for those who would not be able to pass O Levels, there was a subject called European Studies, aimed at those who couldn't cope with a foreign language. A colleague of mine was invigilating. One boy refused to put pen to paper because the questions were too hard. My colleague said, "Surely you can answer this one: What wine is Portugal famous for?"
