From this article it appears only the convicted criminals will be banned from it, presumably because they are using it as a way to incite violence and crime (and it can be proven).

As for banning any type of music that is a non starter. Firstly because that would be the start of a slippery slope to censorship (what next etc) secondly because as you ban one just another pings up.

Best thing for police is to monitor those with the music and see if they are just listeners or active criminals. Then act accordingly (as they do with other similar ways of identifying individuals).
