Why is Khan being blamed on here? The linked article says permission was eventually granted by the GLA, which consists of Khan.................................and 26 others. How do you know he wasn't outvoted?

He agrees with it alright, the time has come to get rid of him.
Khan and his gang have set a precedence, be interesting to see if the far-right are infantile enough or even allowed to make their peaceful protests in such a way.
Whether or not Khan agrees with it - and that quote doesn't actually prove that he does (wherever you got it from) - is irrelevant. There are, including Khan, 27 members of the GLA. And the article also states that the Met will have the final say.
If they want something useful to do with the blimp, they can fill it with water and bring it up here and AOG can shoot it down over smouldering Winter Hill.
