anyway the good news - ten injured - none dead - and shot gun used so it must have been shot over the heads - -- I mean shooting into a crowd, you are pretty well bound to hit someone with a shot gun.

My thoughts are with those injured. Litter wise, I'm guessing once the shots rang out that people fled in panic and dropped drinks etc... and just got somewhere safe. There was a community clear up the morning after.
Police wise, pulling 70 police there at very short notice, especially with it being a busy Saturday night in nearby Manchester City Centre and generally, I'm thinking that they may have had to have pulled in officers who were off duty, likely out of bed given it happened about 2am.
In an emergency, when there was someone with a gun around, I wouldn't be that bothered about them not looking their best. I'd rather then be on the scene quickly and able to help.

Police looking disheveled? They are just wearing loose hi-viz coats over their uniforms. Can you imagine the scenario if they had zips and buttons all fastened up over their uniforms and had to react quickly to get to their radios etc.?
