It's why I asked about the homicide RATE and London had 12.2 per million of population and Greater Manchester had 19.1 per million.
If both areas had a population of ten million, London would have had 122 homicides and Greater Manchester 191 homicides, more than 50% greater.

Scary as it looks if you take out the domestic violence that goes too far, and the gang and drug related cases it is still a tiny percentage of the population involved. It's a great shame when young people lose their lives for whatever reason. But the number dying in accidents and poor health due in part to social circumstances is so much greater. Maybe a sense of perspective is needed.
