Very nicee indeed for the English taxpayer to show their benevolence to the young students. I assume that largesse will be directed at students from all over the globe who study in Scotland just like a referendum vote was given to a Polish chambermaid in Edinburgh but not my late FIL who worked and lived in England.
Should Scotland's First Lady achieve her aim I assume and hope Mr Barnett will pack up his formula and I am sure the Scots will be most happy with that extra expenditure in their budget.
//The Barnett formula is a mechanism used by the Treasury in the United Kingdom to automatically adjust the amounts of public expenditure allocated to Northern Ireland, Scotland and Wales to reflect changes in spending levels allocated to public services in England, England and Wales or Great Britain, as appropriate. The formula applies to a large proportion, but not the whole, of the devolved governments' budgets − in 2013–14 it applied to about 85% of the Scottish Parliament's total budget.//

Well, if true, I disagree with free tampons etc.. Why shouldn't boys have free razors and shaving foam? Where does it stop? State take-over. I'm female, I had periods. So did my mum, grandmas, great-grandmas etc., they managed periods themselves. You don't have to have tampons. I do think that they should be VAT-free.
