The shameful issue is that the lack of US Government gun control allowed a mentally disturbed Marine Vet who had served his country a firearm. Knowing he had/is sufering from PTSD and had been notified of his condition. It was a vet who killed a retired US sniper who ran a rehab programme for PTSD veterans.
The shooter had a mental problem he could not help. The government were at fault.
What excuse are we going to dream up for a Somali refugee who sought asylum and then tries to murder peaceful people going about their business?
Perhaps the Aussies should put a block on black sub saharan refugees. That would kick up a stink wouldn't it?

no excuses, but according to the news he was suffering from PTSD, having been there myself i know just how destructive it can be.

It is no excuse. It is a cause. If you bother to read the link I left you will see the white vet who shot Chris Kyle got life with no parole.
