He ran for presidential candidacy with this as part of his policy and was voted in, is he right to dig in his heels and declare a national emergency?

I'm plenty aware of history, thanks Spicey. All I'm saying is that the Picts were in Scotland long before the Romans were in England, so I'm not sure it's all that fantastic an example -- it really amounts to a foreign invader imposing on the local populace.

Perhaps someone should suggest the concept of a referendum to them. One can see how well folk get behind the result, and don't cause issues and try to get a second bite of the cherry here; but accepts the democratic decision and gets on with it.
