I'm sure they weren't 97.
A broken wrist can easily escalate, and if the person is old, may never heal. /
He had just been dragged out of a rolled car, he was shaken and shocked (understandable for ANYONE involved in such a collision); he enquired after the other people who were being helped by other passers by. What else was he meant to do?
As for getting a new vehicle you will quite probably find that it is an estate vehicle rather than HRH's personal run around, it will be part of "the fleet" and I rather suspect that the replacement vehicle will be part of the Fleet Management arrangement they have.
I also disagree that at 17 there is less chance of the mind being unstable. Age and lack of stability do not go hand in hand. Unless there is a condition such as dementia or alzheimers most elderly people are sharp as a tack. And in fact that are far more aware of their own mortality than your average 17 year old!

Incidentally, you seem to be overlooking the fact that the incident occurred at an accident black spot; in other words, lots of accidets occur there, probably due to people speeding on the main road (hence the speed limit being reduced). What speed was a Kia going to have the energy to knock over a 2-ton Land Rover?

My next-door neighbour's son is 18, and was bought a car by his parents (the 4th car in the family) he passed his test, and last month, in the first week of driving on his own, he moved out from the village into a main road, and caused a three vehicle crash, his car being a write-off along with one of the others.
I asked him what happened and he said, "I just didn't see the other cars" - it was in broad daylight!
Dad has bought him a new car btw.
