The remit of the UN document linked to in the Gromit post is (a) to prevent recruitment of "children" to bad guys'movements, (b) to protect the rights and to guarantee fair judicial treatment of such captured or returning recruits, and (c) to rehabilitate them.
In as far as it addresses the first part of its remit its "experts" (try finding them on Google) deliberately impede effective action by denying any specific connections, common causes or obvious similarities between the recruits and the causes to which they're conscripted and conveys the veiled threat that any such attempts could amount to an illegal attack on minority groups. This despite the fact that the evocatively named "Vienna Network" ("O, Vienne, que de crimes on commet en ta nom" - and apologies to Wien if I've mis-gendered you) had recommended an "holistic" approach to prevention involving "cross-disciplinary" teams and intelligent data sharing.
