not sure that the consumption of alcohol on TfL services is actually illegal? at the time a consumption ban was introduced by Boris Johnson 11 years ago it was advised the ban was to be enacted by a change in the "conditions of carriage", rather than by any byelaws (although one was already in place on Croydon Tramlink). anyone not complying with the ban when asked to desist would be committing a public order offence - which is what would be arrestable, rather than the drinking, per-se....
