"The record was set by Richard Mietz at the Berlin Marathon in September last year when he ran dressed as the Holstentor city gate in Lubeck."
Clock Tower and a city gate don't sound like they're the same to me but the GBWR seems to have records for virtually anything.
Such as, "most apples held in own mouth and cut by chainsaw in one minute."

According to the link she was told before the race it not acceptable
// She told Guinness World Records that she wanted to challenge the record and sent in photos of her in the uniform, so officials could track her during the race.
But she was told she would not be eligible for a record if she ran in her scrubs because they did not "meet the criteria"//
but she went ahead and did it anyway, whose fault was that then?
By claiming that he contracted cancer through passive smoking by performing in smoky clubs. Which I can never accept because there were thousands of people performing in these clubs over the years, but it only affected him? I don't believe passive smoking causes illnesses anyway. But this is straying very much away from the OP.
Guinness are reviewing her claim.
“Inclusiveness and respect are values that Guinness World Records holds extremely dear and while we always need to ensure we can differentiate between categories, it is quite clear that this record title and associated guidelines is long overdue a review which we will conduct as a priority in the coming days.”
