Currently it is Queen Elizabeth II. In relation to Elizabeth II, Baby sussex is 3 gens down. It goes, charles, harry then baby sussex.
When charles takes the throne, and becomes HOS, Baby susex will be two generations from the HOS, Harry, Baby sussex.
This has nothing to do with baby Sussex's position to the throne, which is 7th.
If Charles was currently head of state, baby sussex would have been born with the HRH title.
Because he is 3 gens down, this has to be given to him. It is not a birth right as far as i'm aware.. but i may be wrong.
