The rules regarding the use of HRH were laid down by George V in 1917. The title is conferred automatically on children of the monarch, grandchildren through the male line (which is why Princess Anne's children have no title) and the eldest son of the eldest son of the Prince of Wales. These can be varied by letters patent by the current monarch. This was done by George VI as under the rules Prince Charles and Princess Anne would not

Harry can obtain citizenship via naturalization however he still has to apply, before he is granted citizenship.
