You are making the common mistake of assuming that academic intelligence is an indicator of simple common sense.
I have attended the Cambridge Folk Festival for years, and driving back to my hotel each night, I have my heart in my mouth because of the huge numbers of students who, by definition, are among the top academic brains of their generation, who don't bother to put lights on their bikes!
The would say a good eighty per cent of students who ride their bikes in the dark do not carry any lights at all - as I say, academic intelligence is no indication of common sense whatsoever.

Unsure what additional info anyone would think drone use would get over that provided by spy satellites. Tourists shouldn't be able to get near anywhere sensitive anyway. More inclined to think it was simply a lack of consideration of the risks, and really believing that the country just had a bad rap. They live and learn.
