Of course it does. Even on earth, our separate cultures have their strong points, and their weak points. You can have a lot of knowledge in say, history but then know nothing about modern science. You could be part of NASA, and put man on the moon, but you may not be able to make things seem invisible.
Does that make sense, Zacs?
As I said, we know space travel is possible. We know flying in aircraft's is possible. We don't know that ‘cloaking’ devices are.
