criminal act and the person doing it is a criminal - when rounded up may even hang ( capital offence in some jurisdiction )

the rioters seem to be stopping rioting and the protesters seem to be continuing to protest

and the president - who every one agrees is the most powerful man on earth - has drenched the washington area with troops - and not to universal approval
