They have given up on getting a meeting. They want an inquiry now as they consider now, if not sooner, to be the "appropriate time."
Part of the logic is that if a second wave is to hit, then an inquiry could result in findings and actions that would save lives during that second wave.
As has been explained, the learning is happening and is being used. In health particularly (been there) reviews and changes in practice can happen ASAP and don't wait for formal review. A good example of this is adding in dexamethazone to the treatment options and caring for people who need ICU prone instead of the more usual supine. All that an enquiry would do at this time would waste the time of people who should be doing other more useful things.
