Agreed, but the national rules in question are that it's down to the States to set their own rules -- I think the other point is that the States more or less have the same status, within the US at least, of separate nations. It would more or less be an end to the "US" part to have a national set of standardised rules. You'd probably also want to junk the Electoral College, too, since that's partly designed to give the smaller States influence beyond their size.
