It was only a £30 million contract that Hancock awarded to his pub landlord friend , The name of the pub was the Cock Inn.

In total I believe there was about 500 contracts that haven't been made know to whom they went to. If they were all small amounts( if you can call 30million small) they were hoping they would get lost within the billions that was being spent. A little bit here and there won't be missed must have been the idea.
