It stipulates that government ministers, in particular the cabinet, must publicly agree and abide by government decisions (irrespective of their personal views) and that they should not disclose what was said privately amongst government ministers in reaching these decisions. Should a minister be incapable of doing this, they are expected to resign. If they don’t resign, the Prime Minister has the right to dismiss them.
SpAds (such as Cummings) are temporarily appointed Civil Servants who do not represent the Government in any formal sense and therefore not subject to the convention.

I thought it was very clear
true? what is truth when it comes to politics
what happened to collective responsibility? it was never there as he wasnt elected and wasnt a minister
the vacca policy
(in his limited praise for the vaccination rollout. - er what?)
I thought he was clear it was not a ministry job which I can well believe and Boris had arranged a Beaverbrook job ( printer who arranged all the spitfires much more efficiently than the Germans) which was outstandingly successful.
PHLS had previously failed on testing - "we cant do it" and three weeks later "we still have no idea how to do it"

Put the boot in early? The NHS and civil service need a good shakeup, loose 1/2 the management and start becoming efficient in all other areas.
For the Vaccine rollout the NHS has done well but it has done it with a huge help from the Army (logistics) and the army of volunteers (which make up the majority of the people in the centres it seems).
As for anything outside the hallowed Covid the NHS has been disastrous and many will die early because of it, they are certainly not brilliant, amazing or any such thing.
Cummings is most certainly an odd ball and I'm not sure I would trust him, but he knows where the problems lie and is not afraid to say so. Pity more dont.
