It's unfortunate that the lives of these people have been disrupted. But if that's what Spain wants to do (presumably under instructions from their masters in Brussels) then that's their prerogative. If you choose to live in a foreign country there is always the possibility that country might decide to change the rules to your disadvantage or inconvenience.
