I think the point is a comparison between two types of selfish and thoughtless behaviour.
It works up to a point - although drink driving is usually caused through simple lack of thought, wheras the absence of a vacination is a concious deliberate decision.
I don't believe scaremongering is a concept that enters into this scenario.
To scaremonger you need to advise that if 'this' doesn't happen, then 'that' will happen as a direct result, and that's not what is being advised here.
