I was in Port Elizabeth last March and there were minibuses full of ‘yoot’ just cruising around shouting at people. Went to a small shopping mall and got hassled by some more kids on the way in and out. The place we stayed (just for one night) had steel gates / CCTV / coded locks. It wasn’t a nice place to be. The shanty towns on the outskirts of Cape Town were sprawling and squalid. The ‘us’ and ‘them’ situation was clearly evident.
