My mistake, he was the First Secretary so appears to have been Deputy in all but name but the main job is a demotion still.

Deputy PM is not an office but a title awarded at the whim of the PM. It is used to sideline rivals. Macmillan did it to Butler, Thatcher to Whitelaw, Major to Heseltine.
