You can’t even concentrate on the question. The OP is about people outside a courthouse in Bristol not glued to the M25 in London. No one is blocking the road, no one is gluing themselves to the floor,

The supporters outside the Court are not on trial. They can dress however they like. No public order offence has occurred, they are just there holding up their large boards.
If the Police want to photograph them, they should arrest them. Problem is, they are not doing anything which is an arrestable offence.
