There are no restrictions - only choices.
If you choose to climb Ben Nevis in flip flops in winter, and somebody has to come out to rescue you, you might reasonably expect to pay for that rescue service. If you're very lucky you may not have to, but it would be reasonable to expect to. And note that your choices end up putting other peoples' lives at risk.
If the world is hit by a global pandemic, and your government uses taxpayers' money to develop and distribute a vaccine, and you choose not to take that vaccine, and you catch the virus and end up very ill in hospital with it, and you are rescued, you might reasonably expect to pay your government for that rescue service - especially if you were told in advance that this was your choice.
