The monarchy is rooted totally and absolutely in tradition.
That is why the idea of Charles 'passing the throne' to William will never even be considered, it is not the protocol, so it won't happen.
It's safe to say that Charles will inherit the throne and remain there until his death, when William will take over.
We can;t know what will happen then - William may have other ideas for the succession, or even for the monarchy, but for the living heirs at this time, everything is laid down and will follow the tradition.
As for Camilla being Queen, if the protocol allows for it, I don't think it will be an issue for the people.
Camilla has fought, and won, a seriously uphill battle to win the popularity she now enjoys, it would be unreasonable to deny her the role at her husband's side that tradition indicates is hers by right.
