He got it through by trailing the idea that there could be 2 of them. One for his use and the other for Her Majesty. The Labour Government of course cancelled the second one once they had theirs. Bliar maintained that the flying costs of £2,000 per hour were justified on the grounds of security and bragging rights, and were cheaper than going commercial with the hoi polloi. Now of course they, and the beep, insist that it now costs £squillions a second to run and skins babies and unicorns on the way. Meehh.
