It is encouraging news.
I think on the face of it, the progress is likely to do with the debt being paid, which is more than likely to do with a larger negotiation about fuel.
It seems very likely to me she was doing something to do with journalism and also likely that Mr Johnson made a mistake by saying so.

I doubt that very much. She is an educated woman - she is no filing clerk. As Hopkirk said you have to ask WHY Boris said what he said - something that Boris bashers don't seem to want to do. This from the link I provided.
