I think it would have been a far tougher response from the UK had Mr Blair been in charge instead of .. The exuse the Uk has for a PM at the moment.
I can't really disagree with him. The feeble response to the annexation of the Crimea does seem to have suggested to him that the West wouldn't get involved.
(What Blair's own response to the annexation was at the time I don't know.)

I was going to say that the timidity would seem to be emitted from Mr. Biden - but I see that I am already behind the wave of opinion. He has acted as an uncertain damper on NATO countries. I'm very glad that he is now being poked and prodded into understanding that bad things happen- even to peaceful people who don't provoke it.

Well think about it: how can the US now ever deal with Putin again. How do you accept the possibility that you can sanction a deal with someone you have called out out in that fashion.
The ICJ have effectively done that however today of course.
I don’t see that there can be a plausible negotiated settlement over Ukraine as long as Putin is there anyway.
So this raises the stakes, confirming it’s an existential battle between Putin and Ukraine.
Unless someone backtracks.
Biden ought to say more encouraging things directly to the Russian people. To date I don’t think he’s done that
